The Association of Bayside Municipalities (ABM) is an association of the 10 councils that have frontage to Port Phillip Bay. The ABM represents over one million people, as well as the multitude of visitors to the bay year round. The ABM seeks to uphold the community’s values for the Bay environment, including safe clean beaches, appropriate water quality, recreation, accessibility, open space and the conservation of native terrestrial and marine life.
The ABM is recognised as the voice of local government in relation to the sustainable management and health of Port Phillip Bay and works collectively to protect and enhance the Bay environment.
The Association of Bayside Municipalities represents the interests of the 10 councils with frontage to Port Phillip Bay. Founded in 1974, the ABM’s role is to identify, resolve and advise on matters of common interest to the bayside councils to improve the overall management of the Port Phillip Bay environment.
Port Phillip Bay covers around 1,950 square kilometres, and more than 260 kilometres of coastline. More than three million people live around its shore, making Port Phillip Bay Australia's most densely populated catchment.

The ABM launched its Climate Change Charter in June 2009, following full membership adoption and signing by all ten member council mayors.
The Charter outlines how the ABM will assist and encourage bayside councils to respond to the anticipated impacts of climate change to the coastal zone. The Charter is seen as an extremely important and positive message of commitment to and action on climate change by the bayside councils.

The ABM Strategic Plan is a four year plan guiding the activities of the association. The latest plan was released in 2008, following comprehensive membership consultation and stakeholder engagement. Five priorities were identified for the association, including the environmental health of the bay, climate change, recreation and access, management and planning.

The Association of Bayside Municipalities (ABM), Municipal Association of Victoria (MAV) and Central Coastal Board (CCB) have secured funding from the Australian Government (Coastal Adaptation Decision Pathways initiative) to develop leading practice approaches to better manage future climate change risk to coastal assets and communities. Additional funding has been provided by DPCD as well as in-kind support from councils and partners.
The Partners include Melbourne Water, Department of Sustainability and Environment (DSE), Department of Planning and Community Development (DPCD) and ABM member councils.
